Formation

The Postgraduate Medical Council of Victoria (Council) was formally established in August 1999 in response to a recommendation from the Medical Training Review Panel (MTRP) that “there should be a structure in each of the States or Territories to support Hospital Medical Officer training”. It has the following objectives in relation to education, and training of hospital medical officers in their first two postgraduate years and those in later years not in vocational training programs.

The Council will achieve its vision by supporting the education, training welfare and career development of doctors who have recently graduated or commenced work in Victoria.

Board

The PMCV is governed by a six member board which includes:

  • a nominee of the Faculty of Medicine, Dentistry and Health Sciences, University of Melbourne, currently Professor James Angus[(Dean];
  • a nominee of the Faculty of  Medicine, Nursing and Health Sciences, Monash University, currently Professor Steve Wesselingh [Dean]
  • a nominee of the Faculty of Health, Medicine, Nursing and Behavioural Sciences, Deakin University, currently Professor John Catford [Executive Dean]
  • a nominee of the Victorian Minister for Health, currently Dr Lee Hamley
  • a nominee of the Medical Practitioners Board of Victoria, currently Dr Robert Adler [President]
  • a nominee of the Chairpersons of the State Committees of Medical Colleges that are members of the Committee of Presidents of Medical Colleges, currently Professor Julian Smith. [RACS]

The Board, which is chaired by Professor John Catford, has overall responsibility for the planning and business operations of the Council.

PMCV Committee

At the operational level, Council has established a 22 member Committee to act as its policy and implementation body. The Committee, which meets approximately every six weeks, includes representatives of Victorian metropolitan and regional public hospitals, the Medical Practitioners Board of Victoria, the Australian Medical Association (Vic), Victorian medical faculties, the Department of Health, Victorian Medical Postgraduate Foundation, medical colleges, junior medical officers and other key stakeholders. It is chaired by Professor Brendan Crotty, Head of the School of Medicine, Deakin University.

Subcommittees

Council operates five subcommittees to support the work of its main Committee:

  • Accreditation (Chaired by Dr Rodney Fawcett, Director of Medical Education and Training at Barwon Health)
  • Education (Chaired by Dr Heather Grusauskas, Director of Education, Austin Health)
  • IMG and Scope of Practice (Chaired by Dr Sean Fabri, Medical Clinical Educator, Western Health)
  • Workforce (Chaired by Dr Ian Graham, Medical Director, PMCV)
  • Health Service and Practice Advisory (Chaired by Ms Rosemary McKemmish, JMO Coordinator Operations, Southern Health)

Each subcommittee includes members of the PMCV Committee, together with other interested stakeholders, including junior medical officers. This enables Council to draw on a wide range of expertise and experience to support its activities.

The Council sponsors meetings of the Victorian JMO Forum, a group of junior medical officers who examine current issues affecting ongoing education and training needs of JMOs, and considers their advice on such issues.
