HMO Late Vacancy Management 2023

The HMO Late Vacancy Managment (LVM) will be an ongoing process to fill remaining and arising vacancies for the 2024 clinical year.

This process will be open to eligible Australian and NZ graduates, IMGs with current registration and IMGs without current registration (but able to provide evidence supporting their eligibility to gain initial registration), who are still seeking a position in Victoria for next year. Please review the Eligibility section for more information.

Candidates will be required to undertake a recorded Video Interview as a requirement of this process. All candidates must complete a Video Interview at the required time, to be eligible to participate.

Note: This process is not open to doctors who have been reported to PMCV as having accepted a Pre-Match Offer in a Victorian health service for the 2024 clinical year or candidates who participated in any Match process coordinated by the PMCV in 2023, who were already allocated to a position via that process.

Eligibility criteria

Eligibility criteria

  • Candidates must hold an MBBS or equivalent.
  • International Medical Graduates (IMGs) with current registration
  • International Medical Graduates (IMGs) who are eligible for Medical Board of Australia (MBA) registration. If you do not currently hold registration you will need provide evidence that you meet the Medical Board of Australia (MBA) requirements for registration (outlined below under “Application requirements”) To read more about eligibility and registration in Australia please visit the MBA website. It is recommended that you follow the standards outlined in the MBA’s registration application form relevant to your registration type: https://www.medicalboard.gov.au/Registration/Forms.aspx

This process is not open to:

  • Doctors who have been reported to PMCV as having accepted a Pre-Match Offer in a Victorian health service for the 2024 clinical year.
  • Candidates who participated in any Match process coordinated by the PMCV in 2023, who were already allocated to a position via that process.

Application Process and Requirements

Process

This process applies to the following eligibility groups:

  • Australian or New Zealand graduates with or eligible for General AHPRA Registration (Eligibility 1)
  • International Medical Graduates with current Provisional Registration with AHPRA (Eligibility 2)
  • International Medical Graduates with current Limited Registration with AHPRA (Eligibility 3)

Timeline:

  • 25/09 – Candidate applications open
  • 06/10 – Candidate applications close
  • 09/10 – Health Service Selection and PMCV Admin commences
  • 23/10 – Health Service Ranking commences
  • 31/10 – Results published

Application Requirements

You do not need to apply directly to Health Services but you will need to upload the following documentation, saved as one combined file.

  • Curriculum Vitae (CV)
  • Generic cover letter (address to Dear Medical Workforce Manager or To whom it may concern)
  • Most recent completed WRIG-30 (Eligibility Groups 2 & 3 only)
  • Two recent referee reports
  • Curriculum Vitae – It is recommended that you use the CV template which can be found on this page
  • Referee Reports – If you have participated in a match this year you can download your referee reports via the APS OR ask your referee/s to complete the referee report form found in the Reading Material and Resources section on this webpage. Ensure you provide your Candidate ID to the Referee to include in your report. Ask them to return the completed form directly to you, so you can upload it in support of your application.

  • International Medical Graduates eligible for Provisional Registration with AHPRA
  • International Medical Graduates eligible for Limited Registration with AHPRA

Timeline

  • 25/09 – Candidate applications open
  • 06/10 – Candidate applications close
  • 09/10 – PMCV Administration process for IMG candidates and Health Service Selection commences
    • Health Services will continue to be able to view candidates in the IMG pathway until Friday 22nd of December 
    • PMCV are to be notified of all direct offers to IMG candidates

Below is an overview of what documentation you need to include in your application

Registration Pathway:

Standard

  • AMC MCQ results
  • AMC Certificate

Competent Authority

  • Qualification and Evidence of MBA requirement (ie UK Foundation Year)

English Language

  • Evidence of successful English Language  Skills Examination results – within 2 years of position commencing (as positions start Jan/Feb 2024, the examination date must at least Jan 2022)
  • English Primary Language (Due to the multiple ways this can be demonstrated, Health Services will need to request more documentation if required)

Recency of Practice

  • Evidence of Recency of Practice  – practice within 3 years – indicated via CV (as positions start Jan/Feb 2024, the cut-off date is Jan 2021)
  • If you have not  practiced within 3 years, you will not be able to participate in the Late Vacancy Match

Naming conventions for Victorian health service positions

Hospital Medical Officers (HMO) work under the guidance of more senior medical staff and consultants.

The majority of IMGs not holding current registration with AHPRA will only be eligible for entry level positions (listed as HMO, HMO2 or HMO3). However, if you have extensive experience in a specialty, you may wish to consider an appropriate stream.

Post-Graduate Year (PGY) level refers to the number of years’ full-time equivalent clinical experience you have had following the completion of your medical qualification. As a general rule, the positions for which you are applying should relate to your PGY level. However if you have not worked clinically for some time (do not meet recency of practice requirements) you may need to apply for entry level positions.

HMO2 = PGY2

HMO3 = PGY3

Registrar = PGY4+
