How technology has enabled PMCV’s Match Processes

Technology has transformed the way we connect, collaborate, and deliver services across the health sector — and at PMCV, it has been central to strengthening our Match process.

Our Allocation and Placement Service (APS) has enabled us to streamline what was once a highly complex and manual process, ensuring greater transparency, efficiency, and fairness for candidates and health services alike. From the first iteration of our digital platform to the advanced systems we use today, innovation has allowed us to continuously refine the Match experience whilst adapting to the needs of a growing and evolving workforce.

In this edition, we’ll explore how technology underpins PMCV’s Match process and the value it brings to candidates, health services, and the wider medical training landscape.

The APS is PMCV’s secure, web-based platform used to manage the coordinated recruitment and allocation processes for junior medical roles across Victoria. It serves as the central system through which applicants, health services, and PMCV interact to facilitate recruitment.

When the APS was initially developed and implemented in 2011 it was considered an ambitious project,replacing a largely manual, paper-based recruitment process. Read more about the former Match process here.

The primary vision was to create a centralised, efficient, and transparent system for managing large-scale medical recruitment processes. It aimed to reduce the administrative burden on health services, improve the applicant experience, and ensure fairness in allocation of positions and workforce distribution.

The APS has been frequently updated since its introduction, but its most substantial revisions were through an update in 2020 and upgrade in 2025.

These updates have resulted in positive changes to the experience of candidates entering the PMCV Matches. This has been done by simplifying the application process through a single, central platform equipped with the ability to apply for multiple positions with an easy-to-complete, guided application process including a secure document upload system. There is also live status tracking for uploaded documents and applications with transparent timelines and communication.

The recent 2025 upgrade involved a complete system rewrite. This focused on performance and scalability — improving load times, ensuring the platform could handle heavy traffic, and dramatically reducing costs. Importantly, it consolidated functionality by bringing both forms and the Contact Management System (CMS) into the core app, eliminating reliance on external tools.

Our Full Stack Engineer – Michael Trudgeon, who worked on this project noted that “one standout feature from this rebuild was the creation of a robust form builder capable of handling all dynamic forms used in the APS.”

This creates various benefits for health service administrators as it allows all applications, documentation, and rankings to be accessed in one portal, eliminating the need for multiple systems or manual collation of data. It supports coordinated timelines, consistent communication, and streamlined workflows for all participating health services.

Implementing these updates has required close collaboration with the PMCV Workforce team to ensure all functionality remained consistent with the previous system. Michael emphasised that the team’s “insights into recruitment workflows, user needs, and fairness in allocation helped shape the functionality and design decisions throughout the rebuild.”

This partnership ensured the APS not only matched but enhanced the previous system’s capabilities, maintaining transparency and reliability for candidates and health services alike.

Michael and the team engaged in extensive testing cycles to validate performance, usability, and alignment with recruitment workflows. This iterative process meant that PMCV could confidently deliver a stable, high-performing platform.

PMCV will work in conjunction with our technology partners to continue to optimise and improve the APS to ensure fair, transparent and efficient recruitment for our various Matches including those for Intern, College, Nursing & Midwifery positions.
